Prime Minister, Hon James Marape under the National Executive Council (NEC) in Papua New Guinea has ordered an inquiry into the Department of Personnel Management (DPM) and the Public Service Commission (PSC) over alleged integrity breaches in the public service appointment process.
Prime Minister Marape stressed the importance of merit-based appointments and warned against lobbying or political influence in public service roles.
The government aims to restore transparency and accountability by investigating leaked candidate shortlists and implementing stricter processes.
Prime Minister Marape's efforts to uphold transparency and accountability in public service are indeed commendable. His actions in addressing integrity issues within the Health Department and initiating investigations into the Public Service Commission and Department of Personnel Management set a strong example. However, the concerns raised about the Works Secretary appointment with attached police withdrawal from surpassing NEC and the apparent regional imbalance in filling 23 positions last 20 months or so highlights the need for further scrutiny in how Public Service Commission and Department of Personal Management.
The Public Service Commission must prioritize merit-based appointments and reduce political influence to restore public trust. Drawing inspiration from Singapore's former leadership, Papua New Guinea could benefit from a transparent and impartial appointment process that values competence over political interests. This would ensure that highly educated and deserving candidates are not side-lined, fostering a more equitable and effective public service system.
However, similar vigilance is urgently needed regarding the Works Department's appointment on January 29, 2025. The appointment despite the withdrawal of police clearance on January 28, 2025, raises serious concerns. The nation is watching, and it is imperative that the Prime Minister FURTHER takes a swift action to revoke this appointment to uphold transparency and accountability.
